Light pollution/trespass is indeed covered in various articles in the
Westford Town Bylaws, available at:

Namely, take a look at page 94, section 9.3A:

9.3A.4 Standards. The following standards shall apply to applications for
special permits for Major Commercial Projects or Major Retail Projects:
   1. Lighting.
       A. Shielding. All outdoor light fixtures shall be shielded so as to
meet the goals of this Section.
       B. Light Trespass. Direct light from the light source is to be
confined within the property boundaries.


The existing lighting at the gas stations was probably grandfathered from
when those articles didn't exist or were not as detailed.
