Well, they weren't exactly checking for perturbations with Uranus, 
they just found them when Uranus strayed noticeably from the path 
predicted for it.  

I don't know, perhaps the notion of Saturn being much larger than 
Uranus is the reason.  On the other hand, Neptune is so much farther 
away from Uranus, even if it doesn't follow Bode's "law."  I suppose 
it would take a rigorous mathematical analysis to be certain, and I 
have no ability to do that.
