In Townsend in 2000 we similarly replaced all street lights (mostly mercury
vapor) with full cutoff sodium vapor, with a payback of 3.5 years. The
thing that made it an even easier sell is that the utility was willing to
collect the replacement cost over the payback period. That is, they just
kept charging the same annual operation cost and applied the excess to the
replacement until it was paid off. That way, there was never any adverse
effect on the budget, even temporarily.
