The law says not greater than Class 3B which is CW 5 mW.
....and not pointed at any aircraft, whatsoever.
40 to 100 mW are available to really work in all weather conditions but are illegal for use by thje public. Only Laser and Optical Engineers. Appearently no licensing (yet).
These brutes are available via Wicked Green Lasers, a Chinese Distributor. Vladi Vudler claims he is qualified and had on that was about 60 mW. It popped balloons at close range and could burn through thin black plastic in a few seconds.
Regs are the same for direct or finder use - similar output power in different sized beam.
I have a 5 mW from Howie Glatter and it does not work well in very clear skies.
Maybe you could talk the FAA into a dispensation for a physicist teaching Astronomy.
