Chris,
I am a member of a number of organizations dealing with the horrendous waste of energy produced with fossil fuels by innocent, un-knowing members of the public who point lights upward or sideways resulting in reflected skylight and waste into outer space !
This ridiculous situation is conservatively estimated amount to 3 billion dollars in the USA, alone. That amount of money could easily eradicate Malaria in 3rd World countries and at the same time reduce CO2 emmisions into the atmosphere. 

In addition to your main legislation, I ask you to support your colleague Rep. Jim Marzilli and his re-submitted bill for the 2007 legislative session to implement lighting reductions at the state level. 

Many of our roadways use poorly-shielded and unnecessary lighting that is a safety hazard for older drivers like myself because of Glare Disability. Elimination or proper shielding of such lighting would make a great reduction i8n energy consumption, after all, we drivers have headlights to illuminate the roadways !
