The best place for the TLE orbital elements is probably www.space-track.org 

It requires user registration. We'll have to set up a user name and password for the club's observatory.

  I should have been more specific that the orbital elements need to be loaded into "The Sky" software at the C-14. There are many web sources for this data, I am not sure which is the most accurate and up-to-date. 

  Ron Dantowitz could surely answer this.
