George,
Several of us in ATMoB subscribe to the skyshed web
discussion pages at
skyshed at yahoogroups.com
There is a wealth of information there and plans are
available for a rolloff at nominal cost.
Gary Weston is finishing up his shed/observatory.
A building permit is required in most N.E.
communities and the foundation must go below frost
line - 48" around here.
 
Many amateurs bypass this minor cost by placing the
shed on concrete blocks, making it a temporary
building without an occupancy permit. That's not an
option for a school group.
